Im Katalog zur Einweihung der Skulptur im Jahre 1999 und zur begleitenden Ausstellung der Kunsthalle Dominikanerkirche Osnabrück heißt es:

„Die Skulptur »Fragment des Regens« thematisiert die Historie, die Idee des schönen Ganzen und des fragmentarisch Schönen. Sie betont das Urbane wie das Wesen des Urbanen als Verhältnis zur Natur. Sie spielt mit dem Gedanken, dass kein natürliches Phänomen dem Städter so allgegenwärtig ist wie das Wetter,...dass die Energie, die das Wasser bindet, entscheidet über die Balance allen Lebens.“

»Fragment des Regens« ist eine etwa sieben Meter hohe Skulptur, deren kinetisches Element ein Architrav bildet. Seine innerer Mechanismus läßt den Architrav über einem Scharnier auf der mittleren Säule abhängig von Regen- oder Nichtregenwetter seine Position wechseln.

“Im Jahre 1997 lobte die Stadt Osnabrück einen zweistufigen Realisierungswettbewerb für eine öffentliche Großskulptur aus, um eine Akzentuierung für das Entrée zu einem neuen Wohnquartier in der Innenstadt zu schaffen. Unter 99 Bewerbern haben Lutz Doelle und Roland Stelter den ersten Preis erlangt... Mitglieder der Jury waren unter anderen Prof. Krempel (Direktor des Sprengel Museums Hannover), Prof. Jastram und Prof. Girke.”

Hans-Jürgen Fip, Oberbürgermeister der Stadt Osnabrück schreibt im Katalog:

„Die Skulptur »Fragment des Regens« der Berliner Künstler Lutz Dölle und Roland Stelter ist das Ergebnis eines offenen zweistufigen Reali-sierungswettbewerbs für den Vorplatz der Markthalle Salzmarkt, für den sich neunundneunzig Künstler beworben hatten. Die Raumskulptur wurde von einer Jury zum einen aufgrund ihrer bemerksnwerten Ikonographie ausgelobt und zum anderen, weil sie besonders gut auf die städtebauliche Situation der Umgebung eingeht und die Salzmarkthalle durch ihren wegzeichenhaften Charakter als Stadtteilmittelpunkt akzentuiert.“



The catalogue produced on the inauguration of the sculpture in 1999 and on the accompanying exhibition of the Osnabrueck Dominican Church Exhibition Hall (Kunsthalle) says:“

The sculpture «Fragment of Rain» discusses the idea of the historical and describes the idea of the beautiful as a whole, as it describes the idea of the fragmental as beautiful. The sculpture accentuates an urban character and the idea of this as a relationship of nature. The sculpture plays with the ideas that no natural phenomenon is as ever-present in the city as the weather, that water forms the origin of life, and ... is instrumental behind the balance of life.“

«Fragment of Rain» is a sculpture of seven meters (23 ft) high. Its architrave constitutes the kinetic element. Over a hinge on top of the middle column, its inner mechanism lets the architrave change its position depending wether or not it rains.

“In 1997 the city of Osnabrueck organised a two-tier competition for a large public sculpture to mark the gateway to a new quarter in the old city centre. From a total of 99 competitors, Lutz Doelle and Roland Stelter came first... Members of the jury included Prof Krempel (director of the Sprengel Museum Hannover) Prof Jastram and Prof Girke.“

Hans-Jürgen Fip, Mayor (Oberbürgermeister) of the city of Osnabrück writes in the catalogue:

„The sculpture«Fragment of Rain» by the Berlin-based artists Lutz Dölle and Roland Stelter is the result of a public two-tier realising competition für the area in front of the Salzmarkt market hall, for which 99 artists had entered. The room sculpture was expecially praised by the jury for its remarkable iconography of the sculpture and that it deals particularly well with the urban situation in which it is set.“
